When I create a skin it only allows for me to download the png, but on others designs I am able to download it as a skin pack. How do I make it the same for the skins I create? Thanks

Because player skins are used/added to the game in a different way than mob skins (which are a special case of texture packs) there doesn't exist [AFAIK] a direct correspondence to the mob skin mini-pack.
