What is the best program that allows you to design a texture pack I need help guys??

I use paint.net also. But if your hoping to make a texturepack that is pieces from others, use the Minecraft Texturepack Creator. Heres the link to both:

I personally use paint.net, I find it's really good, theres onlty few things you can't do. But I know people who also use GIMP so it's up to you.
