Help With Java Plugin/ Custom Launcher

Im looking for someone who knows Java and can help me create a Simple Plugin and also i custom launcher. I have all the Pictures for the Launcher i just need it put together. And the Plugin is a plugin where what ever the Weather is in the world it puts what that is on a website.
