Is Windows 10 Minecraft Coded Better Than Java Minecraft?

There is no Windows 10 version of Minecraft.
There are only 2 versions of Minecraft, Minecraft: Java edition which is written in the Java programming language, and Minecraft: Bedrock Edition which is written on C++ programming language.
I assume you're talking about MC Bedrock edition being better than the MC:Java edition, in which MC Bedrock edition can run on lower end devices much better than MC Java edition since it is originally made for phones and consoles before being ported to PC.
So yes it's better for lower end devices, as MC Java usually runs terrible on most average computers that are not super highly optimized for gaming, MC Java usually requires performance mods to be playable at a steady fps on an average PC.
However MC Bedrock and MC Java both on a highly optimized PC built for gaming are usually around the same when it comes to efficiency, both versions also have exclusive features and run differently due to being written in different languages, with C++ being slightly more efficient, albeit MC Bedrock still having few bugs and problems, as the code for Bedrock is not perfect.
If you want to play on MC Java, then you should download mods that improve the games performance that work on your MC's current version number(for example 1.21).( I am not a professional coder or programmer, so there are probably errors and important things I didn't include)
