Minecraft Server Application causing Lag.

Hello,
I have been having a slight problem the past week that has turned out to be a major issue in the end.
The day of the update(1.7.2), like many others, I went to the Minecraft.net website to download the Minecraft_Server.exe again to be updated to 1.7.2. I began running my server as usual after taking the normal precautions to maintain my server files. I noticed a bit of lag so I closed other programs running in the background and lowered some setting in the game. It worked and I went about my day with little to no more problems.
The next day I started the server up again and noticed some more lag, I did the same as the day before but it was still persisting. I took off my texture pack, which took the lag away completely. I decided not to use my texture pack for a while thinking it was conflicting with the update.
And now, Yesterday, I tried to run my server but it began to lag so much that it could not finish setting up the server. (Most of the time the lag came when I started Minecraft itself and went into my world) This time however the lag came while just running the Minecraft_Server.exe
Now whenever I try and run my server it is stopped at "[INFO] Preparing start region for level 0"
I am running in "Offline mode" Meaning in my Server file the "Online mode" has False instead of True. I have it this way so that a friend may play with me, seeing as he has not yet bought Minecraft.
I went around the internet to different forums and have yet to find any similar situation. So any help would be greatly appreciated.
