I'm starting a project, and I need a superflat world for it. All I request is 7 layers of stone below the dirt/grass, and large oceans. I don't want an ocean world, I'm building the project on land and I'd like nicely sized oceans to build next to, as it is a city. And if you can put beaches in there too, that'd be great

Have you tried Worldpainter?
You can easily make a superflat and add oceans at the same time.
it works for all Operating systems I am pretty sure. and it is a separate program from Minecraft. I use it a lot.
