.NET Framework Installation Help

Apologies if this is posted in the wrong place :/
I am trying to install Paint.NET again but for some reason it wouldn't work so I decided to download a new version of the .NET Framework (4.6.2)
It is to the point where it is about 95% done but it's just stuck. It's been like this for the past (at the time of writing) 30 minutes or so. It's even saying that 'All the files were downloaded successfully' but it's just stuck at 95% saying 'Installing .NET Framework 4.6.2'
Is the installer frozen? I can't tell? What should I do? Keep waiting? Thanks for any input
