Permissionsbukkit - Help! **REWARD**

I am going to be putting a server on PMC soon, but I don't want to make it public until someone can help me with the permissions.yml file. I use a private company to host my server, and normally bukkit comes with the template .yml file, but It didnt work for me because I am using FTP to edit the files within my server, I tried to follow a tutorial on wikipedia, but that didn't work either. Could someone provide me with a copy of theirs, or a tutorial on how to make it work? Thanks in advance.
