PMC bug?

basically,every 5 minutes or so when i go onto a different page of the website,this picture comes up

then i have to wait for a minute or so then i can carry on until it happens again..,
is this just me?
my connection is fine,but is it because my laptop is so suckish?
or is it the hosting service for this site?

Yeah it happens all the time. Who knows.
This doesn't happen to me...Wait...I must be...*Gasp*
This happens to everyone. Just refresh and you should have it loaded.
