Can i use pmcSkin3D to make a texture pack?

For most things yes, any 1:1 or 1:2 ratio image can be uploaded to PMCSkin3D and edited in 2d mode, I use it a lot.
not too sure abt gui's and inventory items, but you can retexture mobs with pmcskin3d~~ ><
