With that uploading speed, you should be able to handle two - four players. Keep in mind you'll need at least .5 GB of RAM to allocate to the server, if you plan to host it for that many people. Also, you'll need another GB of RAM. .5 GB for your operating system, and another .5 if you plan to play Minecraft on the same machine.
