If you upload it when it's in progress, you can update it more and it'll show up in the new section again and you'll get more people to see your stuff

the pack that I am going to upload is an inverted pack, so there's no feedback or anything.

Inverted from what? Default? You likely wouldn't be able to post that as a submission, since that's not really transformative. Just requires running existing textures through a filter.
