My computer is breaking its last legs and i need a replacement. If there was a kind person out there to answer these questions it would help me a lot?

1). Which Build Would Be Better (Money Wise & Performance Wise)

What Games Would Build 2 be able to play and what games will build 1 be able to play? How many FPS & Settings on them?
Gta, BF4, SplinterCell, Minecraft mainly

Is it worth paying more for the more pricy one?
Should 16g Ram be enough to run a small server (I play with about 12 friends)?

Rating On Value & Performance!

Number 1 is definitely the winner here, number 2 seems a bit pricey considering it doesn't come with a graphics card.
I have the same GFX card, and in all the games listed above, I get great performance, although in BF4 you may need to turn down the AntiAliasing and such as those hit a bit hard on the performance side.
16GB of RAM is more than enough, it costs roughly 100MB RAM per player on the average Bukkit server.

Rating:
#1 8.5/10 (It's a bit pricey, but if you don't want to build one, and can afford it, go ahead.)
#2 4./10 ($800 is wayyy to much for that setup, that doesn't even include discrete graphics.)
