Texture Pack help?

Hey, for some time if been messing around with texture packs and making some (not very good one) and when I upload the terrain.png file to paint.net I cant make it higher thank 16x16 or 8x8 or something becuase when I zoom in theres the square that I can only paint on.. and I dont know how to smallen them... ive tried making the bursh smaller.. but no.. ive even templed around with the setting?, if anyone can help.. much thanks.
ALSO. does anyone know when the full version of minecraft comes out does everyone have to pay for it again?

ok, when i try to download a texture pack the ziped folder says its invalid and wont open... wtf? pls help me. i would appreciate it.
In Paint.NET there's a tab at the top that says "Image" and if you click "Resize" you can resize the terrain.png by 200%. It should keep the quality of the regular textures but you can add more pixels to a single block.
No, Beta and Alpha players get the full game when it`s done.
