Guessing UPload a map is meant, as maps can be downloaded even when not logged in…
AFAIK, one can also upload maps even at Level-1 (but uploaded content is subject to review for the first few levels [ until L5? ], which can delay it's being publically accessible)
If you're looking for an easy source of Xp, look through the forums foe all the "What is X [wrong answers only]" (and similar) threads.
