Help with a small mod?

I was wondering if anyone could help me make a small mod for a project I'm working on. I'll pay money for the completion of the project. I had tried using reddit and got someone to work on it but they got bored and left. The price we agreed on is 25$. The project is basically making custom shields that can still use banners on them.
