Hostage Plugin

I plan on making a City Life Server. With dedicated roleplay. A plugin that would be really cool would be one to take hostages.
Heres what I was thinking.
- It takes a lead to tie up a hostage. ( The lead is used up and dispersed out of inventory. )
- The hostage Is frozen. Can only talk. Can't move or swing.
- The hostage taker can move the hostage with a shift right click.
- The hostage taker can view hostages Inventory with a shift left click. ( Can just view, can't edit. )
- The hostage taker can free the hostage with a tripwire hook.
