Need Custom Enchant Plugin

Hello, I am currently working on a server and I am in need of a custom enchantment plugin. I only need about 18 specific enchantments. Most of them are already pretty common with the exception of a few. I would like several different options as well on the config file.

List of enchants wanted:

SWORDS AND AXE'S:(Max level enchant=3)

Lifesteal
Vampirism
Blindness
Thundering Blow
Death Bringer
Autorepair(Universal Enchant)
Deep Wounds
Headless
Wither
Disarming

ARMOR:(Max level enchant=5)

Shield/Absorbtion(I would like the hearts to stack on vanilla hearts as long as the piece of armor is worn)(Max level 5 with 5 equaling an additional 10 hearts stacked above normal hearts)

Block(I would like for this enchant to obviously have a higher chance of blocking damage the higher the level. Also, I would like for it to pop up in chat that Block has taken place and for the sound to be an anvil drop/placement)(Max level 5)

Endershift(Max level 5)

Cursed(Max level 5)

Night Vision

Speed(Max level 3)

Jump Boost(Max level 3)

Cyborg(Max level 3)

I do not want these enchants to be available through enchant table. I would like to be able to change the display name whenever I please and also the display color. I would also like for there to be permissions in order for other players to use these enchants(ex. customenchant.lifesteal)
