Need A Custom Plugin

Hey guys,
I run a server that is based on people warring each other. Using another plugin (Xteam) to coordinate the teams, is there a way we could create a plugin that will automatically set up wars between two teams that have the minimum required number of people? The wars would be simple pvp battles on large war zones, so each team would be teleported to a specific holding box. If you can help please reply here or skype me: Manderson13000
