I Need A Plugin Dev

Hello PMC!
Im currently developing a minecraft server.
But I have had experiences with my old servers where no one joined.
I Have Realized Why The Servers HIVE, Hypixel , The Chunk. Are Popular and the reason is they have Devs the code custom plugins. Im Not asking for someone to configure my plugins im totally Capable of that I need a plugin coder. You will be opped if you work for free!

Plugins I Would Like (Just Thoughts)
Cat and Mouse - A mini game where the players as mice collect the cheese and the cats try to kill them . Once they die they become a cat.

A Nice Survival Games Plugin
I Am aware there are lots of Survival Games plugins out there put they either aren't updated or aren't good.
In My Survival Games Plugin
I Would like
1. Sponsoring
2. Spectating
3 Kits
4 Death Match
5 Supply Crates
4. VIP Joining if full
6 No Cheats
7 And Random item drops
8 Crate Refill
9 The Wacky Potato (like the blitz star from Hypixel)
