Need a website developer and designer

Hello I'm Lee and I'm starting up a Jail server (classic prison) (I hope to turn it into a hub server in the future) and I need someone to make me a website for free. (I might be able to pay some money next week) I need a good website, I don't want someone who is new to developing, I need someone who is fluent in CSS and/or HTML. Here are my requests: http://purpleprison.co/ front page but with my server Ip and server name. I would also like the background too be a different picture.(I will provide it). I would also like the bar at the top of this page http://purpleprison.co/vote on mine. When you click the "Home" button I want it too take you too the homepage which I would like too look like this: http://mineplex.com/ but with my Server Ip and name. When you click the "Shop" button I want it too take you to a page where my buycraft website is integrated into it like this one:mineplex.com/shop. I would also like the forums too look like this page:mineplex.com/forums. On all the pages I would like there too be flames coming up from the bottom and some fire particles around the server name and the Ip.
