Plugin designer needed. (bookshelf dispenser plugin.)

Hi there guys, im looking for a dev to make a plugin for me.
essentially you create a book using YML or ingame then store it as YML so name it book1 from there you can set it in a region type group system and then any book shelfs in that area will chuck books at people in a sense of a dispenser is chucking it.
I need it to be able to be randomized and non randomized
i need to be able to name the books
i need to be able to edit the books
and i need groups for the books to be in for easy sorting and stuff.
this is for my servers library.
i need to have it only OPs can edit the books or add/remove the books or regions for the plugin.
i need it to work with worldedit for the region thing and i need it not to throw up arguments with the world guard regions.
