Plugin Request

Hi there =)

My name is Solarity and I am making an advanced MMORPG server.
I need a custom plugin which will be the main PvP controller in my server.
The server runs on latest Thermos version 1.7.10

The plugin I am looking for will be a lot like the "RuneScape" Wilderness PvP system.
It needs to detect when to apply certain rules in certain regions.

Regions are made through worldguard plugin.
The plugin will need to detect the level of the player through "SkillApi" plugin.
For example in region 1 level 1 - 5 players will be able to attack each other, but a level 6+ player wont be able to attack players in region 1.

When for example: a player level 3 walks into a level 5-10 region players up to level 10 will be able to attack this player.

In the "wilderness" region players with a max level difference of 10 will be able to attack each other.

in the "deep wilderness" region all players of all levels will be able to attack each other.

The plugin has to listen to world region flags to be able to determine what rules to apply to the region.
For example:
/region flag region1 pvp1-5
