Skin Request

I'm looking for someone who has experience making good skins to make a skin for me. I can't find a skin of this character anywhere and would deeply appreciate it if someone could make one. The skin I'm requesting is Evil Cooper/Mr. C from Twin Peaks: The Return. I don't know how to add images but it won't be hard to find a reference pic using keywords from my request. Thanks in advance for anyone who does it.
