Visual effects on teleportation

What i want:
Every time a player uses a teleport command, a visual effect (lightning strike) would alert everyone around them that they were teleporting.
the effects should happen in both the area they're teleporting from, and the area they're teleporting to
if extra visual effects could be added, all would be welcome,
if different commands (/spawn, /tpa, /warp, etc.) could have different effects, that would be perfect
(also, if possible, i want all server teleports (/spawn, /warp etc (not /tpa)) to be only usable above ground)
and if teleporting would be able to have a configurable cost in items(eg, 1 glowstone dust) that would be even better.
server side, bukkit. minecraft 1.7 or 1.8
