Definitely Unites States of America and on the east coast. Its Microsoft's game now and they are based in Irvine California (So is Google, Dell and Amazon's second biggest offices.)

Do you have any extra detail on your game, apart from it being a side scroller? As in location, setting or main story-line / theme? That would help with getting people on board, I know some people whom may be interested. =)
