My recommendations for free software has to go to
paint.NET, I used the software from 2014-2019 with no issues. It's complex enough to allow you to be creative to your full extent and is free! For your request for new modeling software, I'd recommend
BlockBench. BlockBench is also a fully capable program for making skins, I just prefer using actual art software instead! Good Luck!
