The US really isn't that free. Let's say someone has books and access to learn what they need to be successful, so they really don't need to go to school. That's illegal, they have to go to school until 16. Someone may grow up in a culture where they use such and such, but if they get caught with it, they can get fined, go to jail. Honestly if someone comes from a bad country their best bet would be to go to Canada, Sweden, Germany, France, Switzerland, Australia, etc. The US can also be controlling, look at Jamaica's laws and the Rastafarian culture. I can't go into detail, but you get the point.
