I personally think its wrong to just go around adding people to perms. Worldedit cant be rolled back if an admin/mod greifs your server with that. And false personalities can easily be done.
I would recommend adding a "previous experience" question to the survey thingy and get that server IP to double check that persons experience.
Also, make sure your pemissions.yml is adequate and I recommend getting MCBans or some other form of anit-greif. To rollback certain users, I recommend Hawkeye. (I would normally recommend BigBrother, but it seems dead.) If you have no interest in setting up a MySQL database, then consider CoreProtect. Although, flat file listeners are often buggy, and sometimes take up alot of server storage.
