    Trying to make any server do well regardless of game mode is going to be tough.

    This is a common issue when new updates come out. Most servers running paper or spigot don't update right away due to needing spigot+paper to update and also making sure their most important plugins won't stop working.

    I would reccomend either waiting a couple of days before updating until your severs catch up, or using multiple minecraft installations (called instances) for different versions of the game you play on. I use PolyMC launcher to manage my instances, but I believe the official launcher has this feature built in now as well.

    You can use WorldGuard or PlotSquared (premium plugin). Both required WorldEdit to be installed.

    The answer is still no. There's plugins like viarewind and ProtocolSupport, but the experience will likely be buggy and they don't got back that far. ProtocolSupport goes back to 1.4.7.

    If you want to remember old versions, it would be better to play on a server made for those versions rather than trying to force a connection to a newer version. Though I'm not sure many exist.

    They cannot.
    That doesn't mean you can't play on older versions and they have to be forgotten though. You can install separate instances on many Minecraft launchers, so you can have one to play on older versions, and another to play on newer versions.

    Your image link does not work (you have to upload the image from your computer to an image hosting site such as imgur), but I would recommend not using the official server software and instead use Paper. Using Paper, I think 6gb is fine for a small group of friends.
