    It allows you to add more land.

    "Cannot afford" means you don't have enough money in town's account.
    Use /town deposit [amount] to deposit more money (default price for plot is $30)

    You can do whatever you want there besides xray and hacking. Freebuild, freepvp.

    Simply use townyadmin givebonus [name of town] [amount]
    It will allow claiming new plots without the need of recruiting new residents.
