Yes, I agree, and if the server owners completely check the plugins and it's features, and the plugin they're about to download, that should be able to prevent duplication and/or conflict.
Another is the server owner's consideration on what plugin he/she should add. Not that, your server is Factions and then there is Skyblock plugin, which makes no sense at all.
I am working on my own server too, but I am still progressing on my server, setting it up, etc.
