Once you get the hang of it, it's not that hard! As someone who is working on a hats texture pack for a server, it just takes a little time. An easy and free modeling software you could use is the MrCrayfish Model Creator (
found here), but I'm sure there are many others you could use. It seems as though you already know the basics of what you have to do (at least on the OptiFine side), but if not, you could probably find a tutorial on youtube.
Unfortunately, people probably will not do something like this, as it can take quite a bit of time depending on poly count, textures, in-game position editing, etc., so your best bet is to practice with a model editor and a json text editor (like notepad++) until you get the hang of it and start one of your own! If you'd like, I can provide an example of the folder structure of the resource pack and an example .properties file, but you can probably find these decently easily.
