I personally use piskelapp.com for making texture packs. It's a neat pixel art making website that lets you have this gallery of pixel arts that you've made. It's the best way to do it that's entirely free from what I can tell, although if you can afford to buy something I'd recommend Aseprite since that is just, like, a much better piskelapp.
