While definitely unlikely, is it possible that the download servers are not properly presenting certificates or that they're not being read properly?
Recommending you completely remove your .minecraft folder after backing up important stuff such as saves, and then redownloading it all. If that fails, redownload the launcher and see if that has any effect on it.
