Well always start with the simple right? I am not sure right now but as soon as I get the chance, I will take a real close look at this problem. It is indeed unusual. Sorry I can not be of more help right now.

This usually comes up when a server is already on. I recommend restarting your computer. This has happened to me once when I was configuring it to automatically start and stop. If you were to only access it on your computer than there would be no need for port forwarding, so I don't think that is your issue.

First off, Canada may not be the place to move to do to is majority population being liberal. Second, if the servers were hosted over seas and used other domains like YouTube.CA or .fr or .UK they might get around this law. I have not read it yet.

Other:
Players can own shops, there are server shops to prevent players from jacking the price to high. Private property available for 100 COBs per block. COBs is the currency by the way. Adventure Maps available for fun, PVP arenas and more.

Well I use Bukkit, so it is quite easy finding plugins to do what you want them to do. At least I think that is what you are getting at. Feel free to PM me for help.

I sugest you leave that feild blank unless you are using a vpn like hamachi. I do not put anything there and mine works great.

Ask these questions first:
1) Do I have port forwarding done correct if needed?
2) Am I using the correct I.P. address? I know that sounds dumb, but I have seen it before. http://www.ipchicken.com/ or http://www.whatsmyip.org/

I think Notch is going to be adding more than just that one NPC type.
