Perhaps I'll make it so that you can only declare war is provoked, as there will be a cause for declaring war, otherwise you can't declare. Maybe if one nation sends an insult to another, or issues an embargo on another nation they could declare war.
I plan to have it so if a nation is defeated, the citizens of that nation could rebel against the larger nation, to form a new nation.
