Take a look in this section of the forums, you might find plenty of servers needing various staff. It is better than just sitting there with an open mouth and wait for the dinner to fly in.

Just scrolled through the manual and it seems that you can define a region that only people of your choose can build on. Outside that region, anybody can do whatever they want and you can have multiple regions and what not.

Other options are towny or bananaregion
