I havent seen a plugin that can do that, but you might like building your world with worldpainter then.

In any case, the suggestion Sergeant Sarcasm made about pre-generating your map in singleplayer is good advice too, generating a world is the most resource intense activity you can do on a server.

I think the main problem here is that people see OP, admin or mod as a promotion. While anyone who has actually been a mod or admin for some time knows it is hard work with some stress and drama if you're lucky...

I've been experimenting with a model on my own server where I don't have mods, but where I for example give everyone the ability to mute people. Combine that with a good claim and chat filter plugin and you can solve most of the issues that would normally require mods.

Now that I'm a bit further with my server I'm beginning to feel there is some need for mods in pvp, but still I am very reluctant to give people a different rank then the majority, I even have the same rank as new players myself as owner....

Too bad this server has lost many of the more fun members, and the lags and downtime are really killing any form of fun play.

Recently they also changed the general terms for playing on the server, they now say that they own everything they build on the server and if they want to use, steal or change your building, they don't need your permission and they will not give you the credit fort the build. This has happened several times now and nobody wants to build any big things here anymore.

The admins also tend to be a bit abusive with their powers now, especially people like kogetsoo. Even worse, they hardly ever act against hackers or people using bad language making this a place I would never allow my kid to play.
