You can, just hold shift, then push the up or down arrow keys. You can also hold shift then click where you want the server to go.

Have a look at ExodusHosting, it's what I use and i've bought 5 servers from them. It's $8 per GB ram, they offer premium SSD packages for $12 per GB ram and budget SSD plans for $8 per GB. (Note: these are monthly prices, but you get a 5% discount for buying quarterly!)

I totally see what you're saying. As an owner of a relatively small server, it would be nice to get some recognition in the PMC community, rather than it being dominated by large servers with huge player bases.
