if you Only have 1 HDMI output and nothing else, I'd say just use some external USB graphic cards.

The performance on them typically suck, but for office type work (spreadsheets, documents, ect) they work decent enough. I've heard good things about the USB monitors (monitor that uses USB for power And video) but sadly most of the ones i've seen use 2 ports per monitor..

you can do whatever you want, just remember, when you hit 100c the CPU will start to slow down until the temp stabilizes at 100c.
going fanless, and throwing thermal protection to the wind, will most likely Work per say, but your performance will be significantly lower than what a 4790k can produce.

I went a bit on the cheap side (50$) and got a High RPM fan and a water cooler for my 4790k and It still throttles when its under a heavy load (heavy load via p95 stress test), but only slightly

I would suggest getting a cheaper and less powerful CPU if you aren't willing to deal with the fan noise.

I would recommend uninstalling Java then installing with the latest version. Sometimes the folder permissions don't carry over during OS upgrades, resulting in the problematic program needing to be reinstalled.

    other things you may try..
checking to see if your antivirus software has a firewall feature (in which case that'll block it)
deleting the firewall rule and re-adding it (on your computer, not the router)
Running your server batch file as admin (create a shortcut to the batch file to do so)

ps.. leaving the "server ip" blank in server.properties is probably best, but it really doesn't matter. It Has to be set to the Private IP address you will use for the server or left blank for the server to have a network connection. settings like this is usually for those of us who are crazy and have multiple NICs or a bonded NIC group
    Click to reveal
    nic = network card
a computer with multiple NICs, Can have multiple Private IP addresses, in which case you would be required to set the server IP so it knows which network card to use.

Something you may try, is to change the CPU Affinity of your server's process (the java process running the server) to say... threads 5-8 and let the MC client start up with the default which "should" be 1-4 (which i don't think it even uses 3 & 4 regularly)

with a little automation, doing this each time you start your server/client should be no big deal

Heard $$$ and came running lol

by what you say ("We've been plagued with a permissions issue for years now"), and me visiting your server. my best guess would be lack a maintenance... because Nobody thinks about how big their files will grow after 6+ months of running their server.

Sadly, I honestly don't think any of us would be able to help you with this issue unless you provided Alot more information.

    -What plugins do you have?
-Does this problem still occur if only bPermissions is loaded?
-When you First started your server, was this an issue?
    -is bPermissions and Spigot up-to-date?
-Have you tried loading your plugins in one by one until the issue re-occurs?
-Do you have a dev server to test possible ideas for the cause of this issue?
-Do you have any other plugins that affect new players on join?
    ect

Probably the Best thing to do would be to crank up a Dev server (if you don't already have one) and just test, test, and test some more.

the new launcher includes its own version of java. so... you're still using java..

[12:45] [main/ERROR] [FML]: FML appears to be missing any signature data. This is not a good thing

it kinda looks like Forge didn't install correctly, imo.
i'd recommand deleting the modified jar and trying to dump forge into it again.

...um.. I think you answered your question.
so... what was the point of this post again?

If you intend get a cheap computer for temporary use then dump it onto someone else, I'd recommend any celeron/pentium/APU cpu for the base of the laptop. they are notorious for being horrendously slow. If you got one and actually expect it to run decently then... some salesmen got you Good LOL

to me this sounds like a permissions issue. I'd suggest 1: disabling UAC (if it's not already disabled), then if that did absolutely nothing then 2: try running minecraft as admin

    welp that's my 2cents

I would try a manual install of the graphics driver. Seems to be quite effective on old AMD cards (it's worked 3x that I know of), not sure about Intel GPUs, if that's what this is. either way, might be worth a shot.

I would recommend looking at the thousands of other threads involve "minecraft not working after upgrading to windows 10"

update the driver for your graphics card
    because...
Card name: Microsoft Basic Display Adapter
    Manufacturer: (Standard display types)

    this is obviously incorrect.

so when you say "new computer" ..how new are we talking?...

no "new" computer should have problems getting graphic drivers.

this is why people usually only upgrade the OS once in a computer's lifetime.
jumping up multiple OS's is typically a bad idea because (in this case) the computer was probably decent for running windows XP, but not so much with a modern OS that requires much more.

I know first hand how terrible the experience is with 1gb of ram on windows 7. I can't even fathom how it must be on windows 10.
all in all the best thing for you to do is either A: buy a new computer or B: downgrade it to windows 7 or xp (screw vista lol)

as for the error, your getting that because of your graphics driver. To fix it you'd either have to re-install the graphics driver or find an updated version for windows 10.

And lastly, if your stubborn like me, and since those 2 options will most likely be unavailable to you due to the age of the computer. I leave with one last resort option.
A more manual install of the graphics driver. https://www.youtube.com/watch?v=hqUOm5_GT1Q

    then...just...force it

    https://www.microsoft.com/en-us/software-download/windows10

    (ok back onto topic)
I recently download windows 10, so yeah.

    and his minecraft isn't working

that should be a dead give away for any PC novice

you don't upgrade a computer and assume everything is fine, make sure your programs still work and are updated if they need to be (ex: drivers, anti virus, ect)

    alas I degrees

uninstall the driver your currently using and download a fresh copy from AMD.

    Driver for Radeon HD 3000 series on windows 8.1 64bit : http://support.amd.com/en-us/download/desktop/legacy?product=legacy2&os=Windows%208%20-%2064

Card name: ATI Radeon HD 3870 (Microsoft Corporation - WDDM v1.1)

This should only say "ATI Radeon HD 3870" without the microsoft bit.

sweet, simple, and to the point

ps: java is required to play minecraft, you either bring your own java from java.com, or let minecraft dump it's own copy of java on your computer
