Incorrect. I know about PC's but not AMD cards. I've always used NVIDIA because I like the design of EVGA cards. They look nice in my case and money isn't an issue so I never learned about AMD cards and I don't need to to know he doesn't need that GPU and that he needs a better CPU. But saying that is like saying if you can fix a car from 1950 you can fix one from 2014. New cars have lots of electronic parts that older ones don't same as computers. But honestly all of this is pointless. Just build him a better build already and help the OP.
So you are making recommendations about GPUs you don't know a lot about? It's not that hard to look at a few benchmarks so that next time you'll be more informed on the subject.

The purpose of your blood and the cells in it is to safely deliver the correct molecules to the correct places in the correct manner while also minimizing the amount of potentially damaging molecules and substances from reaching the wrong places. Open air doesn't have any of the precautionary cells and structures for this.

So because you cant overclock it, its terrible. I understand you pc guys loud and clear now. Guess my phenom II 955 BE non OC and HD 7950 are too outdated to play 60+ fps on maxed out games this current gen. Too outdated bro. I really do get a kick out of this community
