People on the Xbox cannot play on PC servers. Seeing as you seem new I thought I might add that when looking for plugins only download them from the bukkit Dev site. For cheating and greifing I would recommend nocheatplus(makes hacked clients like nodus not work ). As for other plugins you are gonna need essentials,permissions plugin(PEX,group manager etc.) World Edit,World Guard. As for texture pack yes you can configure your server to use a texture pack but people can disable it in minecraft settings.
