I'm on a lot, I'm trustworthy, and I'm a good builder. Nothing more to it, really.

No.

Depending on how they've acted on the server and how long they've been a part of the server, it could be yes or no. Either way, I'm Pretty confident that mods can't make other players mods/admins.
