Hey, she ain't half-bad! I will admit that the design will need some corrections and such, but she isn't terrible at all! And by corrections, the shorts should have black on them, and her shoulders should be colored white instead of red. I assume the Eyes and White spots aren't finished parts, as well as the blank spot where the Pokegear should be at.
Overall, I'd rate it a 5/10 so far, but it might go higher when it's done. Keep up the good work!
