you know that you need to give a specific Gamemode to it right? like for example.
- /pex user [name] add essentials.gamemode.creative
- /pex user [name] add essentials.gamemode.survival

And if wanting that the specific person can just.. do and go as he/she wishes. like.. Creative and Survival + Adventure mode.
- /pex user [name] add essentials.gamemode.*

the ( * ) is a override that allows the player do all commands inside Gamemode.
