When you advertise highlight your server's qualities, such as mentioning a few of the plugins; a way players can get involved more and if your server really is good people will think it's promising and join, after all, a crowd attracts a crowd.

You should also try scattering the advertising of your server everywhere. A lot of the servers I find were from http://minecraftservers.org/
