JamenIf you can use the bukkit API to create plugins OR you program in any high or low level language then you are a developer.
To be honest, I wouldn't consider someone who simply knows an API to be a developer. Sure the word may sound pretty self explanatory, but when you're looking for a real job, chances are they're looking for someone talented in the language, not someone talented in just API(s). Sure, API's could be requirements, but I would never hire someone that loosely knew the language and only built their knowledge on top of a API.
For instance, in the terms of the web developing world, this would be like learning jQuery (a JavaScript library), without understanding the fundamentals of JavaScript itself (a quite common example, actually). I would never hire someone with a loose understanding like that.
