I'LL GET ON WITH IT
That model has this issue, the problematic frame is an ATI/AMD driver, yet it only has Intel hardware.
If that is your model:
1) Download the latest display drivers from toshiba.com
2) Remove all AMD drivers using Driver Sweeper
3) Reboot, reinstall Intel drivers.
