I'd agree with this. Even if you used AI, you'd still have to do a fair amount of work to get something good that people would have an inkling of interest in. People who create AI content want to automate it as much as possible - have a way of quickly releasing lots of content that can trick an algorithm to pushing it to users. Something like YouTube works because you can automate pretty much every step and generate hundreds of videos a day.
I'd also say that in addition to the mods, the site being community-driven helps. There's not much of a recommendation algorithm that can be tricked, but filters you control as a user (latest releases, most downloads, most popular, etc.).
